Gathering of the Sowers and GUARDIANS OF Water

Dear Sowers and/or Guardians of Water
And the Facilitators and/or Militants who help us to convoke them:
In the first letter of convocation, which can be found below and on the facebook page of the First Ecosocialist International, there is a summary of the history of the gathering which will be realized next month.
For those who have read it and who have been waiting for a second communication, you will have noted that the principal information which we have to share is that the gathering has to be delayed by ten days. There were various motivations which had to be evaluated at the moment of taking this difficult decision – mainly it was due to delays in local logistical coordination. The unfortunate proximity of the dates of the gathering with the local government activities in Tiraque generated unexpected delays; also the slower processing of public institutions; with three different teams working respectively in Tiraque, Cochabamba and La Paz.
But with these inconveniences overcome, we may now count on an official convocation from the local autonomous government. This letter of support ia below, which may be helpful for international delegations to accelerate the management of the support that they require for their transport to the encounter. For the same reason, we have also postponed deadline for confirmations of attendance, which have already begun to flow in from abroad and from Bolivia.
Thus, from here on, the preparations for the encounter are underway! A thousand apologies to everyone for the inconveniences that this change of dates may have caused to your plans, or if on the contrary these dates are better for you, even better!
Some methodological points:
To guarantee the adequate exchange, registration and systematization of the valuable experiences that will be present in K’oari, preparations have been made for facilitation by a Team of an International School of Ecosocialist Facilitators, coordinating with a local team of facilitators and translators.
We will work basically in two ways; Plenary Assemblies, and Working Commissions. The Commissions will be constituted in groups based on their respective roles in the community upbringing of water:
* Sowers
* Guardians, Protectors and/or Defenders
* Re-foresters
* Managers (irrigators, administrators of water, etc.)
The work to be developed in the Commissions at the beginning will be the following:
1. Presentation of experiences: Maps of watersheds / Analysis and Investigation / Proposals and concrete actions (local, regional and universal, for the short, medium and long term)
2. Community memory of water (sociocultural vision of water).
Additions to Program:
Due to the delays which required the postponement of the encounter by 10 days, as explained above, we will also prolong the period in which everyone can write and indicate pertinent suggestions for the expansion of the program, or to register, or to resolve any doubts or seek any further information about how to participate, until October 15th. Program of the Encounter:
In the image that accompanies this communication you will be able to see an outline of the program of the event. The final and detailed program, along with other methodological details, will be published in a third and final letter of convocation, will be published before October 21st, together with some final necessary recommendations to arrive and participate as protagonists in this First International EcoCultural Encounter of Sowers and Guardians of Water – the Community Upbringing of Water.
We remind you here of the criteria and requisites for participation:
It is very important, as part of the preparatory process, for each people, movement, organization, or collective in the countries which are convoked, to make a map which summarizes the experience of the Sowers and Guardians of water. As a guide to this preparatory process, we reproduce here the nine proposals from the Plan of Action of the First Ecosocialist International.
“We will organize ourselves in communities to make maps of our territories, in which we will locate:
1. Our wise elders, the People’s Teachers and Living Books who inhabit our watersheds; our grandmothers who preserve memory.
2. With their help, we will map the watercourses; the rivers, lagoons, springs, and wetlands. We will locate which ones are alive in order to protect them, and which ones have been lost in order to rescue them. We will reintroduce and protect the species of flora and fauna which our grandparents remember living in those places, which are vital parts of the water cycle.
3. We will identify in our watersheds all the organizations and institutions which are involved in the protection of nature, and we will organize ourselves in communities to defend our rivers. We will also include in these maps sacred sites, and the trails of wild animals.
4. We will identify on these maps the families and/or agribusiness transnationals which maintain monocultures and use agrochemicals that contaminate the water, in order to collectively question as communities the causes and effects of this model, and to share knowledges, technologies and techniques which will allow us to return to the original models of agriculture in harmony with nature.
5. We will identify on these maps the zones of logging and we will organize ourselves to stop it.
6. We will identify on these maps the enterprises of national or transnational capital; the means of communication, the organizations, institutions and actors (armed, foreign, military, religious, visiting, etc), who have appropriated and are commercializing our surface, ground or rain water. We will also map the national laws which permit this.
7. We will map the infrastructure related to potable water and served water, along with the process of deposition in our water of industrial and human residues.
8. We will organize ourselves in communities to order the use of territory in our watersheds: steep inclines to be reforested with trees; flat areas for protecting cultivation, etc.
9. Equally, we will identify our productive capacities: we know that we are not monoproducers and that with Trueke(*) we can break our dependence on money.”
In this same preparatory process, and/or in the process that each collective determines for itself, each collective should arrive at the choice of a delegate to represent them; the management and acquisition of airfare to arrive in Cochabamba; along the conditions of visas and documentation necessary for their attendance. The facilitators of this convocation guarantee the transport, food, security and lodging of the participants starting on November 14th at 3pm – when we will all meet with the Secretary of the Rights of Mother Earth in the Governing Department of Cochabamba, at the old railway station, next to the “La Coronilla” stadium, near the bus terminal – until the 18th of November, when our encounter will conclude, with a closing activity and with the presentation of the work realized, for its international diffusion.
It is also important that participants be prepared to present what they have achieved already in reference to legislation and public policies about holistic management of water, to be shared in a forum about this aspect during the programming of the gathering.
Please also bring to the gathering, from each country and community, products to participate in a big Trueke(*) which will be realized during the gathering, which may include seeds of plants related to the sowing of water. Delegates are also requested to prepare some kind of cultural presentation to share in the spaces designated for this kind of exchange between local participants and visitors.
Brief review of the place where the Encounter will be realized:
This Gathering will be held in K’oari, a small Quechua population in the municipality of Tiraque, where the protagonists of the struggle for water in the year 2000 are still active, and who will receive us in their homes. Tiraque is the capital and first municipal section of the Province of Tiraque, which has 10 districts. It has a population of approximately 21,231 inhabitants, according to the 2012 census. It is a region with a cold climate, located at a point of transition between the high inter-Andean valley and the zone of the tropical Yunga in the department of Cochabamba. It is located 63 kilometers to the southeast of the city of Cochabamba, and its average temperature is 16 degrees centigrade, at an altitude between 500 and 4500 meters above sea level.
In Tiraque and K’oari it is cold at night! Please bring a good coat and a sleeping bag. More details of this nature will be given in the next communication.
So we accelerate our march to see each other at the First International EcoCultural Encounter of Sowers and Guardians of Water, under the protection of Apu Khunu (an Aymara name which means, glacier, snow, ice), the patron of snows of the waters of Tiraque.

En la primer Carta Convocatoria, que pueden encontrar en la Página Facebook de la Primera Internacional Ecosocialista, contábamos resumidamente la historia de éste encuentro a realizarse el mes próximo.
Para l@s que ya la han leído y esperaban con ansias esta segunda comunicación, habrán notado que la principal información que tenemos para contarles es que el Encuentro debió posponerse diez días. Los motivos que se evaluaron al momento de tener que tomar esta difícil decisión fueros varios, pero principalmente se debió a retrasos de coordinación logística local. La desafortunada proximidad de la fecha del encuentro con las festividades patronales en Tiraque demoraron más de lo previsto, las de por si lentas tramitaciones en la función pública, a pesar de que tenemos tres equipos trabajando en diferentes lugares: Tiraque, Cochabamba y La Paz.
Pero superados éste inconveniente ya contamos con la convocatoria oficial desde el gobierno autónomo local! La misma que adjuntamos (Imagen JPG) y que es tan importante para que las delegaciones internacionales puedan acelerar las gestiones de apoyo que requieran para costear sus gastos de traslado al encuentro. Por ésta misma razón se habían retrazado también las confirmaciones de asistencia, que ya han comenzado a fluir tanto de extranjeros como de bolivianos.
Así que de ahora en más los preparativos para el encuentro van con todo! Mil disculpas a Tod@s por el inconveniente que este traslado de fechas pueda haber ocasionado en sus planes, si por el contrario les favorece para poder asistir, pues mejor que mejor.
Algunos apuntes metodológicos:
Para garantizar el adecuado intercambio, registro y sistematización de las valiosas experiencias presentes en Kóari, se ha previsto la Facilitación del mismo por parte de un Equipo de la Escuela Internacional de Facilitadores EcoSocialistas coordinado con un equipo local de facilitadores y traductores.
Se trabajará básicamente en dos modalidades, Asambleas Plenarias y Comisiones de Trabajo. Las Comisiones se constituirán por grupos de afinidad temática y teniendo en consideración sus respectivos roles en la crianza comunitaria del agua:

El programa definitivo y detallado, junto con el temario completo y las demás precisiones metodológicas, lo publicaremos en la 3ra y última convocatoria antes del día 21 de éste mes, junto a algunas recomendaciones finales necesarias para llegar y participar protagónicamente de éste 1er Encuentro Ecocultural Internacional de Sembrador@s y Guardian@s de Agua – La crianza comunitaria del Agua -.
RECORDAMOS LOS CRITERIOS Y REQUISITOS PARA LA PARTICIPACIÓN:

Es sumamente importante, como parte del proceso preparatorio, hacer un Mapeo en cada Pueblo, Movimiento, Organización o Colectivo de los países convocados que resuma la experienciade l@s Sembrador@s y Guardian@s de Agua tomando como guía los 9 puntos propuestos en el Plan de Acción conjunto de la 1ra Internacional Ecososcialista y que replicamos aquí:
Nos proponemos organizarnos comunitariamente para hacer Mapeos de nuestros territorios, en los cuales ubicaremos:
1. A nuestros Sabios y Sabias, Maestras y Maestros Pueblo que habitan en nuestras cuencas, a nuestras abuelas y abuelos que guardan la memoria. (Con ellas y ellos ubicaremos los cursos de agua, los ríos, lagunas, nacientes, humedales, ubicaremos en nuestra madre tierra cuáles continúan vivos aún para protegerlos y cuáles se han perdido para rescatarlos, sembrando las especies de la flora y la fauna que nuestras abuelas y abuelos recuerdan nacían originariamente en esos lugares y son parte vital del ciclo el agua).
2. Identificaremos en nuestra cuenca a las organizaciones e instituciones involucradas con la protección de la naturaleza y nos organizaremos para defender los ríos desde nuestras comunidades. Mapearemos también los pasos de animales salvajes y los sitios sagrados.
3. Ubicaremos en estos mapas a las familias y transnacionales de la agroindustria que mantienen monocultivos y utilizan agrotóxicos que contaminan el agua, para problematizar colectiva y comunitariamente las causas y efectos de dicho modelo y compartir saberes, tecnologías y técnicas que permitan avanzar hacia el retorno al modelo agrícola ancestral y la armonía con la naturaleza.
4. Ubicaremos en los mapas las zonas de tala de madera y nos organizaremos para lograr su prohibición.
5. Ubicaremos las empresas del capital nacional o transnacional, medios de comunicación, organizaciones, instituciones y actores (armados, extranjeros, militares, religiosos, visitantes, etc.) que se hayan apropiado y estén comercializando nuestras aguas superficiales, subterráneas, o las que caen del cielo, así como también señalaremos las leyes nacionales que lo permitan.
6. Mapearemos la infraestructura relacionada con el agua potable y el agua servida y el proceso de deposición en nuestra aguas de los residuos industriales y residuos humanos.
7. Nos organizaremos comunitariamente para ordenar el uso del territorio en nuestras cuencas: Pendientes fuertes para reforestar con árboles; partes planas para cultivos protectores, etc.
8. Igualmente, identificaremos nuestras capacidades productivas: sabemos que no somos monoproductores y que con el Trueke podemos romper la dependencia del dinero.
En este mismo proceso o con el procedimiento que cada colectivo determine, realizar a su vez la escogencia del delegado o delegada que lo representará, así como también encargarse de la gestión y consecución del pasaje para llegar hasta Tiraque, Departamento de Cochabamba, Bolivia, la ruta, condiciones de visado y documentación necesaria para su asistencia efectiva. Los convocantes aseguraremos el transporte, alimentación, seguridad y alojamiento de los participantes desde el 14 de Noviembre a las 15;00 Hs. en que nos encontraremos en Tiraque, hasta el día 18 de Noviembre en que finalice el Encuentro con la presentación a los medios del trabajo realizado para su difusión internacional y la actividad de cierre.
También es importante que l@s participantes traigan lo adelantado en cada país en lo referente a legislaciones y políticas públicas sobre la Gestión Integral del Agua para ser compartido en un Foro sobre este aspecto dentro de la programación del Encuentro.
Llevar al Encuentro, de cada país y comunidad convocada, productos para participar de un Gran Trueke que se realizará durante el encuentro, que incluya en lo posible semillas de plantas relacionadas con la siembra de agua. También algún tipo de presentación cultural para compartir en los espacios destinados a este tipo de intercambio entre l@s participantes locales y l@svisitantes.
Breve reseña de lugar donde se realizará el Encuentro:
Se realizará en Koari, pequeña población Quechua del Municipio de Tiraque, donde los protagonistas de la lucha por el agua en el 2000 y aun activos en el tema nos recibirán en sus casas. Tiraque es la capital y primera sección municipal de la Provincia de Tiraque, que cuenta con 10 distritos. Tiene una población aproximada de 21.231 habitantes, según el censo del año 2012. Es una región de clima frígido, ubicada en el punto de transición entre el Valle alto interandino y la zona de los yungas tropicales del departamento de Cochabamba. Está ubicada a 63 Kilómetros al sureste de la ciudad de Cochabamba, y su temperatura media es de 16 grados centígrados, en una altitud que va de los 500 a 4.500 msnm.
Tanto en Tiraque como en K´oari, por las noches aún hace frío, así que vayan preparando para traer buen abrigo y saco de dormir, pero más detalles a este respecto daremos en la próxima comunicación.
Aceleremos la marcha para vermos en el 1er Encuentro Ecocultural Internacional de Sembrador@s y Guardian@s de Agua, bajo la protección del Apu Khunu (nombre aymara que significa glaciar, nieve, hielo), nevado patrono de las aguas de Tiraque.

First Letter of Convocation:
To the First International Gathering of Sowers and Guardians of Water
– For the Community Upbringing of Water –

Dear Sowers and/or Guardians of Water,
And to the facilitators and/or militants who help to convoke them,
In fulfillment of the Combined Strategy and Plan of Action and Route of Struggle of the First Ecosocialist International, the Spiral of Dialog of Water (the Milk of Mother Earth) agreed to facilitate the First International Gathering of Sowers and Guardians of Water, in the Plurinational State of Bolivia, in November 2018, recognizing the communities of Cochabamba who struggled in what is known as the water war, in the year 2000.
[A Sower of Water refers to a person who diligently carries out the ancestral activity or service of sowing water. This consists of a series of physical and spiritual activities at the sources of water, or at wetlands which have dried out or deteriorated, with the goal that springs and sources of water return, and/or to assure their normal flow. Generally this involves collective activities of enclosure, reforestation with local plants and trees – “callers of water” – irrigation, and care, together with other activities of a spiritual character such as rituals, incantations, offerings and/or prayers.]
The character of this gathering will based on an exchange of visions between organized communities in defense of water, on the revaluation of ancestral knowledges about the upbringing of water, and on the experiences of grassroots movements in struggle for water; all as tools for the construction of unity between peoples who struggle for peace and their rights to water.
In the Combined Strategy and Plan of Action of the First Ecosocialist International, the social movements of different countries from all the continents decided, among other strategies and actions “to reclaim the management of our waters and other common goods… [to] question and problematize the development model of transnational capitalism… [as] the cause of the destruction of nature and the alienating deterioration of humanity’s harmonious relationship with Mother Earth… [proposing to] recognize the vital and spiritual role of water… as an inheritance that we must protect… [and to] prohibit the pollution, privatization, appropriation and/or commercialization of any part of the water cycle.” We propose to continue nurturing the harmony between the sowing of water and the use of water, and to support the collective defense of water by the population as a spearhead for its conservation, and thus for all nature. We believe, in the long term, in the return of clear water, and that the restoration of paradise on earth is possible.

(*) “Trueke” is defined in the Combined Strategy of the First Ecosocialist International: “Trueke can be translated literally as “barter,” but beyond this it is a social movement in Venezuela built around anti-capitalist and anti-colonialist visions of eliminating money and returning to the ancestral mode of production, consumption and distribution….. All over the world we will activate, spread, and consolidate systems of trueke – or solidarity exchanges, either by direct barter or with local tokens, but without the use of money – towards the free association of prosumers (conscious producers and consumers), for which the practices of original peoples and the experiences of trueke in Venezuela may serve as references. These systems have functioned as spaces of anti-consumerism, struggle, resistance, and recovery of the sense of community and identity, strengthening the bonds of friendship and de-commodifying our lives. They have also served to revalorize and restore the spirituality of our ancestors, to rescue and multiply our seeds and embryos for organic agriculture, and to offer Mother Earth new spiritual economies of mutual aid, based on need and not on greed.”

En cumplimiento de la Estrategia y Plan de Acción Conjunto y como Ruta de Lucha de la Primera Internacional Ecosocialista, en la Espiral de Diálogo Agua –La Leche de la Madre Tierra-, se acordó la facilitación del Primer Encuentro de Sembrador@s y Guardian@s de Agua, en el Estado Plurinacional de Bolivia en Noviembre del 2018, reconociendo a las comunidades de Cochabamba que lucharon en la llamada guerra del agua del año 2000.
[Sembrador o Sembradora de Agua se refiere a aquella persona que realiza con asiduidad la actividad o el «oficio» ancestral de sembrar agua. Esto consiste en una serie de actividades físicas y espirituales en las nacientes o humedales secos o deteriorados con el fin de que vuelva a brotar el agua o se asegure su normal caudal. Generalmente involucra actividades colectivas de cercado, reforestación con plantas o árboles locales «Llamadores de agua», riego, cuidado, junto con otras de carácter espiritual como rituales, oraciones, ofrendas y/ o rezos.]
Caracterizando el encuentro como un intercambio de visiones de las comunidades organizadas en la defensa del agua, la revalorización de los conocimientos ancestrales de la crianza del agua y las experiencias de los movimientos de base en lucha para tomar el agua como herramienta para la construcción de la unión entre los pueblos que luchan por la paz y su derecho al agua.
En dicho documento, que anexamos, los movimientos sociales de diferentes países de todos los continentes plantearon, entre las estrategias y acciones para retomar la gestión de nuestras aguas y demás bienes comunes, cuestionar y problematizar el modelo de desarrollo capitalista trasnacional como causa de la destrucción de la naturaleza y del deterioro alienante en la relación armónica del ser humano con ella, planteando el reconocimiento del papel vital y espiritual del agua como derecho para la vida, como herencia que debemos proteger, prohibiendo la contaminación, privatización, apropiación y comercialización en todo su ciclo. Nos proponemos continuar favoreciendo la armonía entre la siembra del agua y el gasto del agua. Apoyar la defensa colectiva del agua desde la población, como una punta de lanza para su conservación y por ende de la naturaleza toda. Creemos a largo alcance en el regreso del agua clara, en que es posible, la restauración del paraíso en la tierra.
El Encuentro se realizará en Koari, pequeña población Quechua del Municipio de Tiraque, donde los protagonistas de la lucha por el agua en el 2000 y aun activos en el tema nos recibirán en sus casas. Tiraque es la capital y primera sección municipal de la Provincia de Tiraque, que cuenta con 10 distritos. Tiene una población aproximada de 21.231 habitantes, según el censo del año 2012. Es una región de clima frígido, ubicada en el punto de transición entre el Valle alto interandino y la zona de los yungas tropicales del departamento de Cochabamba. Está ubicada a 63 Kilómetros al sureste de la ciudad de Cochabamba, y su temperatura media es de 16 grados centígrados, en una altitud que va de los 500 a 4.500 msnm.
CRITERIOS Y REQUISITOS PARA LA PARTICIPACIÓN:
Sembrador@s de Agua, Guardian@s del Agua:
Es sumamente importante, como parte del proceso preparatorio, hacer un Mapeo en cada Pueblo, Movimiento, Organización o Colectivo de los países convocados que resuma la experiencia de l@s Sembrador@s y Guardian@s de Agua tomando como guía los 9 puntos propuestos en el Plan de Acción conjunto de la 1ra Internacional Ecososcialista y que replicamos aquí:
“Nos proponemos organizarnos comunitariamente para hacer Mapeos de nuestros territorios, en los cuales ubicaremos:
1. A nuestros Sabios y Sabias, Maestras y Maestros Pueblo que habitan en nuestras cuencas, a nuestras abuelas y abuelos que guardan la memoria.
2. Con ellas y ellos ubicaremos los cursos de agua, los ríos, lagunas, nacientes, humedales, ubicaremos en nuestra madre tierra cuáles continúan vivos aún para protegerlos y cuáles se han perdido para rescatarlos, sembrando las especies de la flora y la fauna que nuestras abuelas y abuelos recuerdan nacían originariamente en esos lugares y son parte vital del ciclo el agua.
3. Identificaremos en nuestra cuenca a las organizaciones e instituciones involucradas con la protección de la naturaleza y nos organizaremos para defender los ríos desde nuestras comunidades. Mapearemos también los pasos de animales salvajes y los sitios sagrados.
4. Ubicaremos en estos mapas a las familias y transnacionales de la agroindustria que mantienen monocultivos y utilizan agrotóxicos que contaminan el agua, para problematizar colectiva y comunitariamente las causas y efectos de dicho modelo y compartir saberes, tecnologías y técnicas que permitan avanzar hacia el retorno al modelo agrícola ancestral y la armonía con la naturaleza.
5. Ubicaremos en los mapas las zonas de tala de madera y nos organizaremos para lograr su prohibición.
6. Ubicaremos las empresas del capital nacional o transnacional, medios de comunicación, organizaciones, instituciones y actores (armados, extranjeros, militares, religiosos, visitantes, etc.) que se hayan apropiado y estén comercializando nuestras aguas superficiales, subterráneas, o las que caen del cielo, así como también señalaremos las leyes nacionales que lo permitan.
7. Mapearemos la infraestructura relacionada con el agua potable y el agua servida y el proceso de deposición en nuestra aguas de los residuos industriales y residuos humanos.
8. Nos organizaremos comunitariamente para ordenar el uso del territorio en nuestras cuencas: Pendientes fuertes para reforestar con árboles; partes planas para cultivos protectores, etc.
9. Igualmente, identificaremos nuestras capacidades productivas: sabemos que no somos monoproductores y que con el Trueke podemos romper la dependencia del dinero.”
En este mismo proceso o con el procedimiento que cada colectivo determine realizar a su vez la escogencia del delegado o delegada que lo representará, así como también encargarse de la gestión y consecución del pasaje para llegar hasta Cochabamba, la ruta, condiciones de visado y documentación necesaria para su asistencia efectiva. Los convocantes aseguraremos el transporte, alimentación, seguridad y alojamiento de los participantes desde el 3 de Noviembre a las 3pm en que nos encontraremos en la Secretaría de los Derechos de la Madre Tierra de la Gobernación Dpttal. de Cochabamba, Antigua Estación del Ferrocarril, al lado del Coliseo “La Coronilla”, cerca al terminal de buses, hasta el día 8 de Noviembre en que finalice el Encuentro con la presentación a los medios del trabajo realizado para su difusión internacional y la actividad de cierre.
También es importante que l@s participantes traigan lo adelantado en cada país en lo referente a legislaciones y políticas públicas sobre la Gestión Integral del Agua para ser compartido en un Foro sobre este aspecto dentro de la programación del Encuentro.
Llevar al Encuentro, de cada país y comunidad convocada, productos para participar de un Gran Trueke que se realizará durante el encuentro, que incluya en lo posible semillas de plantas relacionadas con la siembra de agua. También algún tipo de presentación cultural para compartir en los espacios destinados a este tipo de intercambio entre l@s participantes locales y l@s visitantes.
Proponemos que nos escriban todas las sugerencias pertinentes para la alimentación del temario lo más pronto posible y hasta el 30 de septiembre al correo llamadodelosduendes@gmail.com así como también para preinscribirse o evacuar cualquier duda o información que requieran para poder participar, hasta una próxima comunicación donde compartiremos el temario, la metodología y el cronograma definitivo del este 1er Encuentro Internacional de Sembrador@s y Guardian@s de Agua – La Crianza Comunitaria del Agua -.
